Orange County’s official materials create a distinct sequence. The
Ninth Circuit State Attorney handles an expunction application’s Section
B before FDLE review. After FDLE issues a certificate, the Orange
Clerk’s packet requires the petition, affidavit and proposed order, with
service copies to the State Attorney, FDLE and arresting agency. The
State must respond before the matter goes to a judge for review.

The Orange County sequence

  1. Review the Orlando/Orange docket and certified
    disposition.     Obtain a certified final disposition and any
    certified probation-termination or pretrial-intervention completion
    record. Public case information helps with triage but does not replace
    certified evidence.
  2. Use SAO9’s expunction route when applicable. The
    Ninth Circuit State Attorney says an original expunction application—not
    a copy or duplicate—must be mailed or delivered to its office for Part
    B. Its page provides [email protected] for
    questions and [email protected] for service of court
    documents. Confirm current instructions before transmitting
    information.
  3. Send the completed eligibility packet to FDLE.
    Sealing applications go directly through FDLE without prosecutor Part B;
    expunction applications include the completed prosecutor
    certification.
  4. File Orange County’s court package after the
    certificate.     The Clerk’s published packet calls for the FDLE
    certificate, petition, affidavit and proposed order. It says originals
    go to the Clerk and the petitioner is responsible for sending copies to
    the State Attorney, FDLE and arresting agency.
  5. Understand Orange County’s fee timing. The Clerk’s
    current page says the charge starts at $42 and may increase, plus
    processing fees. Its linked packet says no filing fee is due with the
    initial submission and that an invoice follows judicial approval,
    including a $42 service charge plus certified-copy costs. Verify the
    amount and timing for the actual case.
  6. Track the State response and judge’s review. The
    Orange packet expressly says the State must respond before the petition
    goes to a judge. An FDLE certificate and lack of objection do not
    eliminate judicial discretion.

Why this is not a generic Orlando landing page

Orange County’s no-upfront-fee/invoice-after-approval sequence is
materially different from counties that collect a filing fee with the
original petition. SAO9 also publishes separate support and service
addresses and will not accept copied expunction applications for Part B.
Those differences justify a real county guide; a Winter Park, Apopka or
Ocoee clone would not.

Can I email the FDLE expunction application to SAO9 for Part B?

SAO9’s current page says expunction applications must be mailed or
dropped off and that it does not accept copies or duplicates. Its
separate e-service email is for serving court documents, not necessarily
for the original FDLE application.

Who must receive the Orange County petition?

The Clerk’s packet identifies the State Attorney, FDLE and arresting
agency for copies, while the original court package goes to the Clerk.
The service list should be reconciled with the actual court file and
current Rule 3.692.

How long is the FDLE certificate usable?

SAO9 and the Orange Clerk materials state that the certificate is
valid for one year. Filing and service should begin well before
expiration.
